Ji Kangzi asked the Master about government, saying, "What if I were to kill those who lack the Way in order to advance those who have the Way — would that be acceptable?" The Master replied, "In conducting your government, what need is there for killing? If you desire good, the people will be good. The virtue of the noble man is like the wind, and the virtue of the common people is like the grass. When the wind blows over the grass, it will surely bend."
