Yao said, "Ah! You, Shun! The succession ordained by Heaven now rests upon your person. Hold faithfully to the mean. If the people within the four seas fall into poverty and distress, the emolument Heaven has granted you will come to a permanent end." Shun charged Yu with the same words. Tang said, "I, the little child Lü, presume to offer a black bull, and make bold to declare plainly before the great and glorious Lord on High: those who are guilty I dare not pardon. Your servants I will not conceal — the judgment rests in Your heart. If I myself am guilty, let it not affect the ten thousand regions; if the ten thousand regions are guilty, let the guilt rest on me alone." Zhou bestowed great rewards and enriched those who were good. King Wu said, "Though I have kinsmen close to me, they are not equal to men of humanity. If the people have faults, let the blame rest on me alone." Attend carefully to weights and measures, review the statutes and regulations, restore offices that have fallen into disuse, and governance will extend to all quarters. Revive states that have been destroyed, restore lines that have been broken, raise up men who have been overlooked, and the hearts of the people throughout the empire will turn to you. What is held most important: the people, food, mourning rites, and sacrifices. Generosity wins the multitude; trustworthiness earns the people's confidence; diligence brings achievement; and impartiality brings joy to all.
